Clovelle of Woodlands EC eligibility guide
Executive condominiums are sold under HDB rules even though they are built and financed privately. This page sets out every rule that applies to Clovelle of Woodlands, which keeps the pre-2026 conditions, and includes the same calculator used on the homepage so you can test your own household before you register.
Seven conditions for a new EC under Clovelle's pre-2026 terms
- Eligibility scheme. Apply under the Public Scheme (family nucleus), Fiancé/Fiancée Scheme, Orphans Scheme or Joint Singles Scheme (two or more Singapore Citizens aged 35 and above). Singles cannot buy a new EC alone.
- Citizenship. At least one applicant must be a Singapore Citizen, with at least one other Citizen or Permanent Resident in the application. Two Permanent Residents are not eligible.
- Age. All applicants must be at least 21 years old, or 35 under the Joint Singles Scheme.
- Income ceiling: S$16,000. Average gross monthly household income over the 12 months before the application date, including variable pay. The S$18,000 ceiling announced in August 2026 applies only to sites tendered on or after 24 August 2026, so it does not apply here.
- Property ownership. No applicant or essential occupier may own, or have disposed of, any private residential property in Singapore or overseas in the 30 months before application. Current HDB owners must have completed their flat's Minimum Occupation Period and must sell within six months of the EC's TOP.
- Housing subsidies. Households that have taken two housing subsidies (such as a BTO flat and a resale grant) are not eligible. One previous subsidy means second-timer status and a resale levy.
- HFE letter. You need a valid HDB Flat Eligibility letter before e-application, which also confirms your grant and loan position. Apply on the HDB Flat Portal at least three weeks before the launch.

Eligibility FAQ
Who is eligible to buy Clovelle of Woodlands EC?
You must apply under an HDB eligibility scheme (Public, Fiancé/Fiancée, Orphans or Joint Singles), with at least one Singapore Citizen and another Citizen or Permanent Resident in the family nucleus, all applicants aged 21 or above (35 for Joint Singles). Average gross monthly household income over the past 12 months must not exceed S$16,000, no applicant or occupier may own or have disposed of private property in the past 30 months, and the household must not have taken more than one housing subsidy before. Current HDB flat owners must have met their Minimum Occupation Period.
Can I buy Clovelle of Woodlands if I earn more than S$16,000?
No. The S$16,000 ceiling applies to average gross monthly household income over the 12 months before application, including bonuses, allowances and overtime. Households that exceed it are not eligible for a new EC from the developer and would have to wait for resale ECs, which open to Singapore Citizens and Permanent Residents without an income cap after the 5-year MOP.
Can Singapore Permanent Residents buy Clovelle of Woodlands?
A Permanent Resident can buy only together with a Singapore Citizen spouse or family member under the Public or Fiancé/Fiancée Scheme. Two Permanent Residents cannot buy a new EC. Citizen and Permanent Resident couples receive S$10,000 less in CPF Housing Grant than two-Citizen households.
How is the EC mortgage different from an HDB loan?
ECs are not eligible for HDB concessionary loans. Buyers take a bank loan capped at 75 per cent of price or valuation, with at least 5 per cent paid in cash and the next 20 per cent in CPF Ordinary Account savings or cash. Banks assess the loan under both the 30 per cent Mortgage Servicing Ratio and the 55 per cent Total Debt Servicing Ratio at a 4 per cent stress interest rate, over a maximum tenure of 30 years or until age 65 for the full 75 per cent.
When do I have to sell my HDB flat if I buy Clovelle of Woodlands?
Within six months of the EC's Temporary Occupation Permit. You continue living in and paying for the HDB flat during construction, which is why ABSD is not charged on the EC purchase. Second-timers who sold a subsidised flat pay the resale levy, deducted from the flat's sale proceeds.
Rules summarised from HDB's executive condominium eligibility conditions, MND's 8 May 2026 announcement and the 2026 National Day Rally housing measures, current as at 14 October 2026. HDB's HFE assessment prevails. This is not financial advice; see the disclaimer.
